
The Hampshire Local Area Agreement 2008-11 has been approved by Hampshire County Council, as the responsible body, and the Secretary of State for Communities & Local Government. This three-year agreement between local partners and central government describes the priorities and targets for the area for the next 2 years, having been 'refreshed' in 2009. The LAA is based upon the outcomes of the Hampshire Sustainable Community Strategy.
Each statutory LAA partner has been asked to sign a delivery agreement which sets out the expected commitments to meet the LAA targets. Partners include the District/Borough Councils, Hampshire Constabulary, Hampshire Fire and Rescue Service, Hampshire Probation Area/National Probation Service, Learning and Skills Council, South East England Development Agency, Sport England (South East) and Hampshire PCT.
The LAA is led by the new Hampshire Senate and managed by the LAA Executive - members include the Chairman and Director of Public Health of Hampshire PCT.
The LAA has eight key themes:
Theme A: Children and young people
Theme B: Employment skills and business support
Theme C: Accessibility and transport
Theme D: Housing and accommodation
Theme E: Safer communities
Theme F: Health and wellbeing
Theme G: Environment
Theme H: Strong communities
Hampshire PCT acts as lead partner for Theme F: Health and Wellbeing, which currently includes these priority targets:
NI 39 - the number of alcohol related hospital admissions
NI 120 - the all-age all-cause mortality rate
NI 134 - the risk of emergency admissions to hospital
NI 142 - promoting independant living for vulnerable people
LI F1 - providing information & support to older people to enable them to live independantly
LI F2/NI 123 - smoking cessation
LI F3 - the number of people doing 5 x 30 minutes of activity per week
Performance against these targets is reported on a quarterly basis to the Health and Wellbeing Partnership Board, which also now includes the Childrens and Young Peoples Partnership and the Crime & Disorder Partnership.
