Commissioning Policies

Investing in Hampshire's health involves taking difficult decisions. NHS Hampshire has a limited budget which means that every pound spent on one aspect of health care means a pound that cannot be spent elsewhere. We, therefore, need to demonstrate publicly that our decisions are justifiable and develop policies that support this process, and which are based on national guidelines and best practice.

Continuing Care & Funded Nursing Care

NHS Hampshire has an operational policy for Continuing Care & Funded Nursing Care that details the process for referring, assessing and agreeing eligibility for NHS Continuing Health Care. More information on this national framework and the criteria can be found on the Department of Health's website.

Individual Funding Requests (IFRs)

IFRs are used for treatments that are not normally funded by the NHS. These may take the form of treatment requests/referrals made to a NHS provider outside the local health economy, a provider where there is no contract in place or for a treatment/procedure that is excluded from funding.

NHS Hampshire and NHS Southampton have developed a Joint IFR Policy and have introduced a decision framework against which the Joint Referral Panel takes decisions about which treatments to fund and which not.

All secondary and primary care Practitioners must use one of the following application forms to apply for funding from the PCT:

IFR Application Form (for use in the acute care setting)
IFR Application Form (for use in the primary care setting)

We can only accept requests submitted on this form. The PCT does not address direct patient requests or appeals.

Importantly, the PCT runs a list of Restricted Procedures within the policy, as certain procedures are too high-cost, fall outside the specialist commissioning remit or when the cost effectiveness of a procedure has not been verified. The PCT requests that secondary care practitioners gain prior approval before accepting referrals and initiating treatment using the secure webtool at:

The list of procedures for which the prior approval tool can be used are listed in the policy itself. The policy also describes the appeals process if you feel that your case has not been dealt with correctly.

Hampshire and Isle of Wight Priorities Committee

As well as making reference to NICE Technology Guidelines and our policy on How to Put National Guidance into Practice (COR/GOV.13/V1-00), NHS Hampshire will also take recommendations from the Hampshire and Isle of Wight Priorities Committee who agree policies relating to particular drugs and their priorities for patients in Hampshire.
